The Coweta County Board of Commissioners on June 3 reviewed petition AN04‑25, a request by the City of Senoia to annex roughly 108.14 acres off Old Highway 85 and Rockhouse Road for a residential conservation subdivision. Zoning staff outlined the site plan and said the city proposed R‑40C residential conservation subdivision zoning with a maximum of 190 single‑family homes.
Staff told commissioners the petition previously failed to meet state DCA requirements and that an intergovernmental agreement addressing annexation procedures and transportation improvements was recorded April 23, 2025. Staff also noted state law (OCGA 36‑36‑113(d)) limits a county’s grounds for objection to annexations to substantial changes in allowable use or infrastructure cost impacts.
After a brief discussion, a motion was made "not to object" to the annexation in accordance with the ratified intergovernmental agreement. The motion carried with four votes in favor and one abstention. Staff described the action as consistent with prior approvals and the recorded agreement; the county attorney confirmed the matter had already been negotiated and ratified.
The zoning associate did not specify road‑improvement timing or developer sequencing at the hearing; commissioners asked clarifying procedural questions but did not vote conditions beyond the recommendation not to object. The county’s official objection window under state statute was not extended or otherwise modified at the meeting.
