Keith County commissioners approve routine claims, a right-of-way permit and delegate selections; discuss large road funding requests

The Keith County Board of Commissioners completed routine business, approved several motions and discussed upcoming funding priorities during its meeting.
At the start of the session commissioners completed roll call and unanimously approved the agenda, the minutes of the previous meeting and payment of claims after roll-call votes.
Utility permit: the board approved a permit for Midwest to trench and encase a power line in the new Lonesome Dove Subdivision (Road West 3130). Staff noted a base permit fee of $200. The motion to approve the permit was offered by Wartman and seconded by Anderson and carried on roll call.
Delegates and travel: commissioners appointed voting delegates for the National Association of County Officials (NACO) December meeting. The board voted to designate Corey Crandall as the primary delegate and Joan Bogue as the alternate. The board also approved travel for David Kling to attend a Kingsley Dam breach functional exercise hosted by CNPPID in Holdridge; the motion passed on roll call.
Invoices and reports: staff presented invoices from the City for library funding ($15,500) and airport funding ($10,000); the county also received the Keith County District Court monthly fee report and the treasurer's collection report, which were circulated for signature.
Payroll procedures: commissioners heard that Adams Bank has charged $7 for returned direct-deposit items when employees provide incorrect account information. Board members asked staff to tighten authorization procedures and consider not charging the county for those return fees.
Road funding discussion: commissioners discussed major road funding requests, naming a $2,800,000 figure for a Lakeview Road project and an $8,000,000 figure for Lakeview West; they noted statutory language about funding shares and expressed concern about the scale of requests.
What happens next: several items will return to a future agenda, including the zoning vacation hearing (rescinded and to be rescheduled), tractor bid openings and a county response to a NACO survey on state prisoner work-release interest.
