At the work session, the LaGrange Housing Authority presented a budget request for the Phoenix Lane project, a quadruplex on Revitt Street that is one of several affordable-housing units planned for the same site. The authority representative said a roughly $128,000 shortfall remains for sidewalks, a parking lot and grading necessary to move the project to bid.
The presenter said the development has prior funding from a federal grant awarded through Senator Warnock's office (packet figure read as $1,600,000). The city has agreed to install about 1,177 feet of sidewalk to connect the site to the thread; county staff estimated the in-kind value of the city's sidewalk work between $25,000 and $30,000. The housing authority said that if the remaining gap is closed the project can go out to bid and start construction.
Commissioners asked for civil drawings and detailed cost allocations so county staff can determine whether in-kind labor or direct payment best closes the gap; county staff said they can review plans and provide an assessment. The housing authority representative said the site is already owned by the authority and the project is ready to proceed to bid once the gap is resolved.
