Board receives update on utility policy rewrite and exploratory data-center interest

At the Oct. 9 meeting the board received an informational update that staff is drafting a suite of utility policies and expects to produce a first draft by mid-November and a complete package by the December deadline. Staff said they are adapting policies from peer utilities (documents from Douglas Hill and Marietta were mentioned) and assembling a cross-functional team including finance.
Separately, staff described recent facility access challenges (construction at the building and a basement lift-station issue that produced a foul smell and required temporary remote service) and thanked staff for adapting service operations. Staff also reported continued exploratory interest from data‑center developers and other cities seeking transmission capacity; staff said they will prepare contracts and recommendations for future board review.
