Staff briefed the board on an effort to draft comprehensive utility policies. A cross‑functional team — including policy staff and finance representatives — is reviewing policies from peer utilities and adapting them for Albany. Staff said they expect to have a first draft by mid‑November and to meet the Dec. 31 target to present the full policy set to the board.
Staff also updated the board on recent facility issues at the utility building (building access complications, a lift‑station smell that affected workspace, and HVAC finishing work) and thanked staff and customers for patience while those items are resolved.
Finally, staff said they are continuing to pursue economic development opportunities related to power capacity: developers have expressed interest in locating data centers in the area and staff will bring any contract recommendations to the board as they are ready.
Next steps: staff will circulate policy drafts to board members for review and schedule follow‑up meetings to refine policy language ahead of the December deadline.
