The qualification window staff proposed runs roughly October through December, with February selected as the payout month because of reported demographic patterns for the targeted age group.
Board members discussed administrative burden (verification is manual and labor- intensive), eligibility boundaries (staff emphasized the credit would apply only to qualified seniors, not automatically to all customers aged 65+), and the nonrecurring nature of the payment (it must be included in next year’s budget if repeated). Members asked staff to make the nonrecurring nature explicit in public outreach to manage expectations.
Next steps: Staff will include the recommended one-time credit in the packet to the City Commission and clarify eligibility criteria, verification process and the fiscal-year limitation.
