Board pulls 3 Oaks Pond repurposing item after members question using stormwater funds for park amenities

Staff presented a design to grade, pipe and fill ditches at 3 Oaks Pond (Pheasant & Meadowlark) to repurpose approximately 1.5 acres for community use after stormwater was diverted to Lake Cornelia. Lanier Engineering prepared the design and staff said this would be among the first projects funded by stormwater capital.
Several board members challenged classifying the work as stormwater rather than recreation, noting unresolved flooding priorities at Valencia and South Madison that staff said still require attention. Members said optics of using stormwater funds for amenities could undermine public trust. In response, staff agreed to pull the item and return with a prioritized list of stormwater projects, budget availability and timing for the projects in queue.
Next steps: Staff will prepare a prioritization and budget report on pending stormwater capital projects and bring it back to the board for review before any funds are committed.
