Fiscal Court approves participation in national opioid settlement and MOUs for local agencies

The Franklin County Fiscal Court on Sept. 24 authorized the county to participate in a national opioid litigation settlement and accepted template memoranda of understanding and attestation documents to govern distribution to local agencies.
County Attorney Max told the court the settlement covers multiple secondary providers and that the county must approve the settlement documents to become eligible for any local distributions. He said the exact state breakdown of allocations remains to be published. At the voting session the court approved a resolution authorizing participation in the settlement and the combined participation and release forms for secondary manufacturers.
Belinda, the staff member coordinating local distribution, presented memoranda of understanding and attestations that agencies must sign to receive opioid funds. She said the MOUs include a payment schedule requirement, a quarterly invoicing report, and a clause obliging agencies to provide whatever information the state requires for county reporting. She noted the YES (health-department-funded) program requires a slightly different attestation because the health department mandates cash-basis accounting.
Magistrates asked whether opioid funds could be used to help small agencies pay for accounting support; Belinda said she did not believe that was allowed but would confirm and report back. One committee member reported a clerical error in Freshstart’s award and proposed a $10 supplemental payment to equalize that agency with others; the court asked the matter be run back through committee for correction.
The court voted to send individual MOAs back for signature and to consider each agreement for approval on a subsequent agenda; approval to proceed with the template MOUs passed on Sept. 24.
