Franklin County approves Liberty Telephone bid to replace jail camera system

The Franklin County Fiscal Court on Sept. 24 approved a rebid contract with Liberty Telephone to remove the existing jail camera system and install a new web-based camera network.
Jailer Jayla Hopper told the court the rebid produced a single responsive bidder at the same price as the previous solicitation and that the scope explicitly includes removal of old wiring and installation of the new web-based system. Hopper said work is scheduled to begin in October and that “the cameras will not go down…throughout the facility while this switch is being made” because the new system will be built section-by-section while existing DVRs remain in service.
Magistrates pressed staff for specifics after reviewing bid documents. Squire Sebastian asked about a line item showing a quantity of “100,” which staff explained refers to connection points or connectors associated with the removal and reinstallation of wiring. Hopper said the budgeted quantity should accommodate the expected work and that overage would be handled within the contract allowance.
At the voting session the court moved and passed the award to Liberty Telephone; one magistrate later asked staff to prepare a surplus order and serial-number inventory for the equipment being removed so county records reflect proper disposition. No timeline for final project completion was given during the session beyond the October start window.
The court’s action authorizes procurement and installation but does not detail warranty terms or the ultimate storage/disposition of removed equipment; a magistrate requested those surplus procedures be completed before disposal.
