Committee hears bill to stop printing code index; savings figure questioned

Representative Steve Fitzpatrick presented House Bill 115, a Legislative Council proposal to stop printing the word index for the official code volumes as a cost-saving efficiency.
Fitzpatrick told the committee the index is rarely used because digital search tools are common and that removing the printed index should save about $34,000 in a subsequent biennium.
Todd Everts, co-commissioner and chief legal counsel, stood as an informational witness and said the fiscal note does not show immediate savings because the state remains under contract to publish the printed volumes for the next biennium. He said the larger savings would appear later and offered an estimated figure in testimony. The committee’s exchange noted the fiscal-note timing difference between immediate and later biennium savings; the committee did not take action during the hearing.
The chair closed the hearing and announced upcoming executive-action schedules before adjourning for the day.
