Uxbridge approves stormwater permit and $5,000 operations surety for 374 Hazel Street

The Town of Uxbridge Conservation Commission approved a Stormwater Management Permit and concurrent Order of Conditions for 374 Hazel Street (DEP 3121184) at its May 19 meeting after reviewing minor plan revisions and a proposed maintenance surety.

Tom Corbett, representing ZP Battery Development Co., told the commission the revised plan clarifies inverts at the crossing and the impervious core detail; he also confirmed a stormwater maintenance surety estimate of $5,000, with the amount intended to cover annual inspections and maintenance. "Our estimate is 5,000," Corbett said, explaining the split of $2,500 for DEP‑required inspections and $2,500 for maintenance work outlined in the operations and maintenance plan.

Commissioners asked about adjacent priority habitat, the possibility of a cistern requested by the fire chief, and whether a fire hydrant closer to the site might be required. Corbett said any cistern would likely be above ground and discussed alternate trucked‑water firefighting plans; he also noted that design changes would require return to the commission if they materially altered the plan.

The commission closed the public hearing and voted to issue standard Orders of Condition and the stormwater permit. The permit decision included a note that the O&M plan and the $5,000 annual estimate will be integrated into a bond to be issued by the town accountant.

What happens next: Permit conditions and the bond document will be coordinated with the town accountant; if the fire department requests a cistern or other design change, the applicant must return for a review and possible amendment to permits or plans.
