Committee advances three bills in quick executive actions

The Senate Local Government Committee voted to move three bills out of committee following brief executive actions Tuesday.
Senators and representatives on the committee unanimously concurred in Senate Bill 458, which would enable financing of public‑safety and resiliency improvements through Commercial Property Assessed Capital Enhancement (CPACE) programs. Committee members said the measure establishes a financing option for property owners to fund projects such as seismic retrofits and wildfire resilience.
The panel also agreed to Senate Bill 404, which requires certain building permits be copied to the Department of Revenue and the Department of Labor and Industry. Committee members adopted a conceptual amendment to change a timing provision from 60 days to 90 days before approving the bill as amended.
Senate Bill 174, intended to clarify that recreational vehicles and mobile homes may be considered buildings for subdivision review and to coordinate related cross‑references, passed the committee as amended. The committee adopted an amendment coordinated with other bills and designated a committee member to carry the measure.
All three voice votes included the use of proxies for members absent from the room; the committee chair announced the bills had passed out of committee.
The bills will be carried by committee volunteers to the next stage of floor action and may return for further amendment if requested by floor leaders.
