House Natural Resources Committee approves proxy voting, outlines procedures

The House Natural Resources Committee convened for an organizational meeting that included a vote to permit proxy voting, a review of committee procedures, and staff introductions.
Chair Steve Giss opened the meeting with housekeeping rules for testimony and public-record notice and listed bills scheduled for hearings (House Bills 26, 58, 48 and 31). Legislative environmental analyst Jason Moore and committee clerk Katie Reeves introduced staff duties: drafting bills and amendments, maintaining hearing notices and the official audio/video record, and supporting members on research and bill language.
The committee debated and voted on a motion to allow proxies on committee votes. Vice Chair Greg Oblander moved to allow proxies; Representative Jill Kornauer proposed that vice chairs hold proxy sheets while allowing members to designate another committee member to cast their proxy. After brief discussion, the committee conducted a voice vote and the chair announced, “the ayes have it,” approving proxy voting for the committee.
The chair and staff also explained amendment timelines (staff request for 24 hours’ notice when feasible), executive-action procedures (typical motions: do pass, do pass as amended, table, postpone, reconsider), and rules for committee bills and quorum. The chair said panels and briefings would be scheduled to educate new members on recurring topics in upcoming meetings and adjourned the session.
