Drew Geiger, who said he previously worked at the conference, testified that locating the organization away from Washington, D.C., helped recruit staff focused on state issues.
Joe Treem, deputy director of the legislative fiscal division, was present as an informational witness and said he could answer questions about staff interfaces with NCSL. Committee members asked whether the resolution would require any formal increase in commitment to NCSL activities; Usher said the resolution does not impose obligations and that one goal is to encourage broader participation.
In executive action, Vice Chair Emerich moved that SJ 10 do pass; Senator Heyman seconded. The committee resolved the question by voice vote and the chair announced the motion carried. The hearing record shows at least one proxy "aye" recorded for an absent member. The committee closed the hearing on SJ 10 and advanced the resolution as passed in committee.
