During public comment on the consent agenda, Debbie Falcon called in to raise "serious concerns" about a $5,000,000 wastewater bond issuance and alleged errors in the debt-service coverage table tied to the financing. Falcon said the table showed $0 in development impact fees for 2025 and only $19,849 in 2026 while the city's website indicates higher figures (she cited over $74,000 and $54,000). She also said the table projects $0 revenue from 2027 to 2031 despite active developments in construction or review and asked the council to revise the table, correct repayment figures, and publicly explain how the errors occurred.
City staff did not provide an immediate technical response to the specific debt-service figures during public comment. The consent agenda — which included the CIP 5002 award and approval to send a support letter on AB 650 — was moved, seconded, and adopted on a unanimous roll-call vote.
Councilmembers and staff acknowledged public requests for clearer materials and additional detail; city staff later noted they would review online application issues for park paver sales mentioned by commenters and follow up on finance questions identified during public comment.
