Grover Beach council adopts recodified municipal code to modernize online access

Grover Beach — The City Council unanimously adopted an ordinance Sept. 20 to reorganize, renumber, and codify the Grover Beach Municipal Code, a rewrite staff said is intended to correct outdated statutory references and improve online searchability.

City Attorney Lomeli told the council the municipal code had not been comprehensively updated since 1988 and that the recodification is administrative: "All substantive provisions remain unchanged," he said, and any policy changes would return for council approval. The update will be published through American Legal Publishing in a searchable format to make it easier for residents and staff to find current code sections.

Members of the public voiced concerns about prior administrative changes and asked staff to clarify whether older adoption processes or publication practices would be reversed. Lomeli responded that the process integrates ordinances into a single online document rather than eliminating any existing ordinance: "It's just going to integrate them together," he said, adding that historic versions and prior numbering should remain traceable online.

Council members thanked staff for the effort to modernize the code. After brief council discussion about the platform and archival versions, Councilmember (mover) made the motion to adopt the ordinance; the motion was seconded and carried on a unanimous roll-call vote.

The ordinance is intended to improve public access and reduce confusion caused by obsolete cross-references, staff said. The city will continue to post notices required by law when substantive amendments are adopted.
