Committee approves TAP grant, safety project, capital reallocations and loan modification

After the committee rejected the mayoral reorganization, members moved through a series of routine agenda items and unanimously approved grant agreements, capital reallocations and a loan modification.
The committee approved a state municipal agreement for a Wisconsin DOT Transportation Alternatives Program grant to upgrade the Second Street cycle track. Director Gallagher said the project was moved from 2027 to 2028, the city’s municipal agreement was updated to reflect that timeline and the agreement narrows the city’s responsibility to the local match portion. "Since the TAP grant was awarded, the terms changed," Director Gallagher explained, adding that the project remains in the draft Capital Improvement Budget.
The committee also approved a highway safety improvement project municipal agreement for an intersection, and a WEDC site-assessment grant agreement for the Grandview Apartments project to assist with lead and asbestos removal ahead of redevelopment; Council Member Sleznicko noted the project is in her district and moving quickly.
Councilmembers adopted an Appendix C update to treat temporary public-right-of-way portable toilets the same as park permit fees, effective Jan. 1 when other fee updates take effect, and authorized neighborhood safety street lighting at Nineteenth Street South and Jackson Street. The committee also approved an additional appropriation for the citywide sidewalk infill program (CIP #762).
Staff and the assistant superintendent of sewers, Luke Shipper, explained two capital reallocation resolutions for the stormwater and sanitary sewer utilities that move unspent funds from completed projects to underfunded or unforeseen equipment needs. Shipper said some equipment came in under budget while others were over budget; the stormwater action included an additional $45,377.78 draw from stormwater cash to cover equipment needs.
Finally, the committee approved a loan modification for consolidated upper-floor loans to property owner Dale Berg (doing business as Genery Limited) to resolve payment issues stemming from prior contractor problems and to enable the owner to move the redevelopment forward.
Votes at a glance: all listed actions were adopted; the TAP agreement, highway safety project, Grandview WEDC agreement, Appendix C fee change, neighborhood lighting, sidewalk appropriation, both utility reallocations, and the Dale Berg loan modification all passed by recorded unanimous or six-zero tallies where recorded.
