Albany utility board recommends one-time $125 senior customer credit for February 2026

The Albany Utility Board voted Oct. 9 to recommend the City Commission approve a one-time $125 credit for qualifying senior customers to appear on the February 2026 utility bill.

Program staff told the board they examined options including two smaller credits spaced across the year but recommended a single $125 payment in February as the most affordable and administratively feasible option for fiscal year 2026. Staff said they used comparable programs elsewhere to choose timing and that their proposed qualification window would be October through December (staff said they would allow some flexibility given timing considerations). Presenters emphasized this is a non-recurring, one-time credit tied to fiscal-year-26 funding and that renewal in future years would require budget approval.

Several commissioners supported the credit as more impactful to seniors than smaller recurring monthly discounts, while others urged caution: board members asked that staff clearly communicate eligibility limits, note that the credit is non-recurring, and avoid creating unrealistic expectations that it will automatically be repeated next year. Staff confirmed those safeguards and said those who do not qualify this year could be eligible only if the program is funded and approved in a later year.

The board moved and seconded a recommendation to the City Commission; the roll-call vote recorded the board’s approval. Staff will prepare the recommendation packet and eligibility communications for the City Commission’s consideration.
