Council approves $1.4M contract amendment for Lake Erin dam remediation; stormwater inventory expanded

City engineers told council that during construction at Lake Erin Dam crews discovered far more unsuitable material under the dam than anticipated and removed roughly 4,666 cubic yards of muck, stumps and debris. AECOM’s design and the original bid included a token allowance (100 yards) for unsuitable soil; the contractor JG Leoni removed the larger volume in good faith while negotiations proceeded.
After negotiations that included filtering and reusing excavated material where feasible, the contractor agreed to a bundled change order priced at approximately $1.4 million covering the excess unsuitable soils removal and related demolition and procurement items. Council approved the construction contract amendment.
Council also approved a related amendment for geotechnical services (United Consulting) to provide increased testing and inspection and approved a separate addendum to the city’s stormwater inventory and assessment contract (Atlas) for an additional $50,117. Staff reported Atlas delivered a comprehensive inventory (15,431 structures, 14,183 conveyances, 513 ponds) and high‑resolution CCTV and photo documentation that will support a prioritized CIP and the city’s soon‑to‑start MS4 reporting obligations. The stormwater inventory contract’s revised total is $867,191.
Council members asked about design and estimate accuracy and whether the city could recoup design or estimating shortfalls; staff noted those matters may have legal or procurement implications and the city is managing current repairs to get the dam safely rebuilt.
