Discount Tire representatives presented plans for an automobile repair/maintenance minor use in Northlake (3893 La Vista Road), the site of a former McDonald’s, and sought a special‑land‑use permit in the Northlake character area. The planning commission and staff recommended approval with conditions: all repairs done indoors, no outdoor storage, limited hours (8 a.m.–6 p.m. Monday–Saturday), a dumpster enclosure and a 25‑foot transitional buffer along the residential property line (updated to a brick wall).
Rodney Clark, Discount Tire regional facility manager, told council the company has experience reducing shop noise by using cordless impact tools and agreed to the brick wall buffer and other mitigation. Staff said the revised site plan brings the building closer to the street, removes parking between the building and sidewalk and increases pedestrian connectivity compared with the previous use.
Several District 2 residents urged council not to approve another tire shop in an area they characterized as saturated with auto‑centric uses; planning staff said proliferation is considered only within city limits and that some nearby similar businesses are in unincorporated DeKalb County and thus not counted under the SLUP ordinance’s proliferation concern. The item received a first reading and will return for final action at a later meeting.
