Summary

Council approved a major modification to a previously approved development plan at Northlake Parkway to reflect the sale of the front parcel as for‑sale townhomes and separately approved a 12‑month extension of a special‑land‑use permit for conversion of the existing office building to residential units.
Planning staff said the modifications align with the city's Town Center character and comprehensive plan goals to concentrate density at Northlake and preserve pedestrian connectivity. The rezoning (RZ250003) reflects a change from rental to for‑sale townhomes on 2245 Northlake Parkway; staff recommended approval with conditions that preserve guest parking and shared parking arrangements.
On the SLUP extension, staff noted that prior extensions had been granted and that code permits additional extensions when the applicant demonstrates continued pursuit of approvals; the council approved another 12‑month extension that will expire July 11, 2026. Discussion touched on contingencies for guest parking and possible future major modifications if the parking deck or adjacent parcels were redeveloped.
Council voted in favor of both actions; there were no public opponents at the hearings.
