Committee passes SJ34 to study daycare access, diversity and choice

Senate Joint Resolution 34, a broad interim study to evaluate daycare availability, diversity and choice in Montana, passed out of the House Human Services Committee.
Senator Lentz described the resolution as intentionally broad — directing an interim committee to consider parents' experiences finding affordable, appropriate daycare, the challenges faced by providers, and relevant data. He said the study would help determine state expectations and possible policy direction.
Committee members discussed whether previous rule changes or pending agency regulations might affect the timing of a study. Vice Chair Howell noted a substantial overhaul of Department of Public Health and Human Services rules was imminent and suggested the interim study might be better after those rules take effect; Representative Nickel said some business-related details in the study merited further examination.
During executive action, the committee voted for concurrence on SJ34 by roll call (11 ayes, 10 nays); SJ34 passed committee and Representative Nickel agreed to serve as the carrier for the study.
