The Coweta County Board of Commissioners voted unanimously on Oct. 21 to approve REZ25‑07, a request by Frasier 3 Holdings LLC to rezone a 2.16‑acre triangular parcel at Fisher, Major and Shaw roads to the C‑5 commercial convenience store district. The approval includes multiple conditions recommended by staff and additional proffers from the applicant.
Staff presented the parcel’s history and constraints: the tract was separated from the original family property by prior road realignments and sits at the convergence of three public roads. The proposed site plan includes a 4,320‑square‑foot convenience store, five fueling positions, and 44 parking spaces. Staff recommended 13 conditions, including limiting pumps to five, constructing a right‑turn lane on Major Road, a physical median on Major Road, and meeting AASHTO and Georgia DOT standards for road work.
Neil Spradlin, representing the Frasier and Hall families, said he held a community meeting before the hearing and that the traffic study’s executive summary concluded the surrounding intersections will “operate at acceptable levels of service under all scenarios.” He told the board the applicant agreed to the 13 staff conditions and voluntarily added two more: operating hours from 5 a.m. to 10 p.m. and scheduling fuel‑delivery trucks outside of peak school travel times.
Opponents — including area residents and parents — cited safety concerns near Blake Bass Middle School and Northgate High School, argued the parcel’s existing nonconforming status and said a larger convenience store with pumps would not fit the neighborhood’s character. A 12‑year‑old student from the middle school spoke against the gas pumps, noting a lack of sidewalks and potential danger for children who walk or bike in the area.
The board also approved setback variances for front‑setback reductions along Fisher Road (to 85 feet from centerline, reduced from 135), Major Road (to 88 feet outside right‑of‑way from 100) and Shaw Road (to 39 feet outside right‑of‑way from 100), as recommended by the Board of Zoning Appeals. Commissioners added supplemental conditions proposed by the district commissioner: narrower delivery windows, nightly lighting limits tied to store hours, and perimeter landscaping buffers (cryptomeria or equivalent) to screen adjacent residences.
What happens next: The developer will proceed to design and construct required road improvements and landscaping in accordance with county engineering standards; staff will enforce the conditions during the permitting and LDP phases.
