Staff described the proposal as targeted to qualified seniors (not all residents 65+), noted the qualification and verification period and emphasized that the credit is non-recurring and dependent on next year’s budget for any future payments. Board members discussed administrative burdens: processing a one-time manual credit requires eligibility verification and staff time, while multiple payments would increase administrative effort.
Several commissioners urged clear communication to recipients that the credit is a one-time fiscal-year-26 measure and not an ongoing guarantee. Staff agreed to make that explicit in materials to customers and to the city commission. The board moved and seconded a recommendation to the city commission, and the motion passed on roll call.
Next steps: staff will forward the board’s recommendation to the city commission, finalize eligibility and verification procedures, and include the credit in fiscal-year-26 billing processes if the commission approves.
