The Norcross City Council voted to direct staff to prepare a proposed text amendment for accessory dwelling units (ADUs) and to advance the amendment through the normal public-hearing process, rather than immediately appointing an advisory committee.
Staff reminded council that ADUs remain under a moratorium while the Unified Development Ordinance (UDO) is updated. Council members debated two approaches during the meeting: forming an advisory committee composed of stakeholders and professionals (builders, architects) to advise on ADU language, or directing staff to draft a text amendment and begin the standard two-hearing sequence (Planning and Zoning Board review followed by mayor and council public hearing).
Council determined the staff-driven text-amendment route would better integrate public input and the forthcoming comprehensive-plan update; the motion to direct staff to prepare the amendment and begin the hearing schedule carried by voice vote.
Staff said the Planning and Zoning Board would receive initial comments, and staff anticipated forwarding the amendment to the board in December as the next step in the process.
