Daniel Newcomb, the proposed manager of record, described a controlled, glass‑enclosed retail area about 1,750 square feet inside the grocery store with a single entrance and exit. “We ID everybody,” Newcomb said, describing a 100% ID policy and camera monitoring for loss prevention.
Board members asked whether the store planned to sell small single‑serve liquor bottles (so‑called "nips"), which some members said contribute to litter and public‑safety concerns. Newcomb said his stores clean their lots daily and would work with the town on cleanups and comply with any future townwide regulations. “If the board made a decision to ban nips in town, then of course we would ban nips in town,” Newcomb said.
After public comment and brief discussion, the board voted to approve the license; the board also discussed whether manager‑of‑record approval must be handled separately and confirmed that manager changes would come back to the board if and when they occur.
