Mason County fiscal court approves budget actions, grant first reading and begins telecom franchise process

Mason County Fiscal Court took several administrative and fiscal actions during its Oct. 14 meeting, approving claims, financial reports, budget transfers, and initiating ordinance work to regulate telecommunications franchises.
Treasurer Nikki Davenport asked the court for authorization to pay claims presented, including additional claims totaling $40,950; the court approved payment by roll call. Davenport also presented quarterly financial statements and the investments journal for the quarter ending Sept. 30, 2025; both items were approved.
The court approved budget transfers totaling $77,000, which county staff said supported search-and-rescue needs, and the first reading of Ordinance 25-04 to amend the fiscal-year budget to accept a $34,898.40 LGEA search-and-rescue grant. Judge McNeil and county staff noted the ordinance requires a second reading for final appropriation.
On telecommunications, commissioners discussed a Windstream/Unity franchise application and agreed to hire outside counsel to review franchise terms and rights-of-way issues. The court approved engaging an outside attorney with fees capped at $5,000, tied to a future application fee from the franchise applicant. The court then held a first reading of Ordinance 25-03, which would establish a nondiscriminatory process, construction standards, and bonding/insurance requirements for telecommunication franchises; second reading was scheduled for Nov. 12, 2025, or later.
The court also approved Resolution 25-22 to authorize the judge executive to submit a pass-through application (not to exceed $3,000,000) to the Kentucky Economic Development Finance Authority on behalf of Mitsubishi Electric to support job retention and expansion, and passed Resolution 25-21 establishing a nonbinding policy goal to maintain at least $2,500,000 in uncommitted and unrestricted surplus funds.
All motions and roll calls recorded in the meeting minutes showed unanimous affirmative votes from present commissioners and the judge for the listed approvals.
