Council members questioned whether an open bid would have produced comparable pricing and requested more apples-to-apples analysis; staff said the Verkada integration and prior investments made NightWatch a sole-source choice.
Other approved items carried on the consent agenda or separate motions included:
- Annual medical and fire service reporting/maintenance from ESO Solutions not to exceed $30,455 (general fund, fire department contractual). - Preventative maintenance for 15 Lucas/LP15 heart-monitoring devices from Stryker Pro Care Service not to exceed $9,891 (federally funded fire contract account). - Sale of listed parcel IDs for $6,500 plus closing costs, with proceeds to the general fund. - JLR Group contract for painting at the Petting Farm ($52,920 plus $2,000 contingency, not to exceed $54,920) funded through TBA capital outlay.
Council discussed warranties, lifecycle expectations, monitoring redundancy and fiscal impacts. For the NightWatch project, staff said the existing security camera platform and command interface make the sole-source procurement more cost-effective than integrating disparate systems. Council approved these motions and recorded votes where required.
Ending: Staff will bring required annual maintenance budget items for future appropriation cycles and oversee implementation of the NightWatch installation under capital-outlay procedures.
