Taylor council honors former mayor Richard Marshall and mourns city IT teammate Ryan Moore

The Taylor City Council opened its meeting with a proclamation honoring former Mayor Richard Marshall and later paused to mourn the recent death of a city information-technology employee.

Mayor Wooley and council members read a proclamation noting Richard Marshall s a former city council chairman and mayor and recounted his decades of public service and community involvement. The proclamation included funeral arrangements scheduled for Sept. 16, 2025. Council paused for a moment of silence to honor Marshall nd carried the motion to approve the proclamation.

Later in the meeting Mayor Wooley announced the death of city IT teammate Ryan Moore, saying officials had become concerned when colleagues could not reach him. "We started really moving along, trying to check on him, reaching out with other members... and, through that process, unfortunately, we found out that we lost 1 of our teammates, Ryan Moore," the mayor said. Council members described Moore as a dedicated staffer who volunteered in the community and provided hands-on IT support; Councilwoman Winton said he "was a true giver" and asked the council to observe a moment of silence. Staff and council offered to help rehome Moore—amily pet Rocky and to assist the family.

The council recorded condolences from colleagues and directed staff to provide support to the family where appropriate. No formal personnel actions were taken on the floor; the council—nded the mayor—ommunications and continued with the regular agenda.

The council approved the meeting agenda and routine minutes and proceeded with a full agenda that included procurement items, a judicial presentation and public hearings.
