Senate committee advances fix to ESA remittance timing for small districts

Sen. Sue Vinton presented SB 486, a noncontroversial measure to allow school districts to elect receiving remittance payments for Montana's special-needs ESA program in the first year a participating student enrolls rather than after the school year. Vinton said the change responds to problems small districts faced when students left for ESA participation and the district lacked liquidity to cover educational expenses.
Sen. John S. (proponent) described a case in his district where two special-needs children left and the small district lacked the cash to cover required payments; SB 486 would give districts the option to be reimbursed earlier. There were no opponents or informational witnesses and committee members asked clarifying questions about how the election would work.
The committee approved SB 486 during executive action.
