Uxbridge finance committee, select board recommend most FY26 warrant articles; town education recommendation tabled

The Finance Committee and Select Board of the Town of Uxbridge met April 16 to review and vote recommendations on the Spring 2025 Town Meeting warrant. After section‑by‑section review of the proposed FY26 budget and related articles, the boards recommended favorable action on most articles presented, including general government, public safety, capital purchases and enterprise fund budgets.
Committee members moved and approved favorable recommendations for Article 1 (payment of prior‑fiscal‑year bills), Article 2 (FY25 supplemental budget), Article 3 (regional school district budgets for Blackstone Valley Vocational and Norfolk Agricultural schools), Article 5 (wastewater enterprise), Article 6 (water enterprise), Article 7 (BVT stabilization for capital), Articles 8–10 (returning unspent capital, capital purchases and revolving accounts), Articles 11–12 (borrowing for school safety and a fire engine), and a set of zoning updates (Articles 18–20) and tax‑exemption changes. Votes were taken by roll call; no substantive opposition was recorded on the majority of those items.
Two articles drew different results. The committee recommended unfavorable action on Article 25 (street acceptance for Tea Party Avenue) because of outstanding punch‑list items and planning concerns; the Select Board concurred. Finance also recommended unfavorable action on citizen petitions concerning the water treatment work (Articles 26 and 27), citing project progress and the risk that pausing the existing project would forfeit favorable financing and require repayment of already‑committed funds. The boards noted that the town has already obligated and spent a material portion of previously appropriated funds on the water project.
The committee scheduled a short follow‑up meeting before Town Meeting to finalize commentary and to vote formal recommendations on articles that were passed over or deferred for additional information.
