Town manager briefs Select Board on GFOA budget-book grant, cable negotiations and $330,000 Chapter 90 increase

Town Manager Steve Settee provided the Select Board with several operational updates at the meeting.
He said the town has a community-compact grant to produce a combined budget book and annual report to align with Government Finance Officers Association (GFOA) best practices and that staff and consultants are developing the project. "This would be to get us compliant with GFOA," he said.
On cable service negotiations, the Cable Advisory Committee forwarded requested contract changes to Charter that include an additional one-time payment for equipment upgrades for UCTV and a request to restore three PEG channels in high definition and on both set-top and streaming boxes. Settee warned that modern streaming boxes and inline channel insertion can complicate restoring PEG channels unless the contract explicitly secures that distribution.
The manager also notified the board that the town received an additional $330,000 in Chapter 90 transportation funds for FY26; combined with carryover and deferred TIP funds he said about $565,000 is available to advance a Hartford Avenue East mill-and-fill from Oak Street to Deanna Drive and add fog seal to extend pavement life. "We received an additional $330,000," Settee said.
Other updates included McCluskey Gym bleacher and floor replacement (ADA-compliant electronic bleachers), a municipal vehicle maintenance program expansion and 11 architectural RFP submissions for the library project.
