Vice Chair Courtney Springer moved that the committee "approve proxies for use in this committee," and the chair conducted a voice vote in which members responded "aye." The chair declared the motion passed.
Committee staff and caucus leaders explained practical arrangements: proxies may be held by vice chairs or by another member chosen by the proxy-giver, and members who want proxies to carry specific instructions were asked to provide them in writing and to meet with vice chairs after the meeting to sign and clarify those directions.
The committee chair also asked caucus vice chairs to collect proxy instructions for their caucuses. Members were reminded to submit proxies before leaving the meeting.
