Representative Alana Griffith (House District 60) introduced House Bill 716 to allow owners of real property who hold title in business names (for example, LLCs) to serve on water and sewer district boards so long as the owner also meets residency, age and citizenship requirements. Griffith said the change addresses a practical problem in a Gallatin County sewer district where many parcels are held in business names, preventing local landowners from qualifying for board service.
She told the committee the change is intended to be narrow: it applies to district membership rules and would allow affected districts to form fully staffed boards and proceed with projects such as sewer improvements that protect the Gallatin River. Testimony at the hearing was limited; sponsor said the measure applies statewide where similar districts face the same problem and the hearing closed without opposition.
