Pewaukee council approves Cedar Gables amendment, defers a Duplainville Road assessment and sets garbage rates

The Pewaukee Common Council took several infrastructure and fiscal actions at the meeting.
Developer amendment: The council approved a first amendment to the Cedar Gables developer's agreement allowing the developer to construct off-site utilities before final on-site stormwater approvals, to help meet seasonal construction and dewatering constraints. Staff (Maggie) said off-site plans are nearly ready and that allowing the work now will help get binder and surface pavement in place before winter. Council discussion noted a final review is underway and staff anticipates full plan approval in a few weeks.
Duplainville Road assessment: Staff explained a $3,005 residential-unit special assessment levied under the engineer's report for Duplainville Road improvements applied to a 0.529-acre nonstandard outlot that the owner contends is not developable. Staff said the parcel currently has gravel access and could be rezoned or petitioned to remove the outlot designation, but recommended keeping it in the assessment. Councilmember (Speaker 4) moved to defer the $3,005 assessment until the parcel is developed or rezoned (no time limit); the motion carried on voice vote with a recorded "Nay" by at least one speaker.
Garbage rates: Staff reported the city's contract with John's Disposal includes a 4% annual increase for the remaining contract years (5% first year). Factoring contract costs and recycling expenses, staff recommended a residential unit rate of $222 for 2026; the council approved the rate adjustment by motion.
Library levy resolution: The council also approved a procedural resolution to request exemption from the Waukesha County library levy for 2025-2026 as the city is preparing its own library budget.
