Utility staff told the board they have assembled a policy drafting team and are adapting policies from peer utilities, with a target to deliver a first draft in mid-November and a full package by Dec. 31. The team includes internal finance and customer-service staff and outside references to peer utility rule sets; board members applauded the effort to put written policies in place.
In the same portion of the meeting, staff reported preliminary interest from a data-mining/data-center developer seeking roughly 2–3 megawatts and discussed the utility’s position being long by about 32 megawatts. Staff said they will proceed cautiously, prepare contracts and recommendations, and bring proposals back to the board and commission for consideration.
