Committee advances Parks lease resolution to full legislature after procurement concerns

Diane Kimsey, representing Parks Plus Rec, told the committee the department is requesting approval of a 54-month lease that would run to March 31, 2030, under contract EV2671.1, at a cost not to exceed $32,756. Kimsey said about "80% of the golfers use the golf carts while playing golf," that the service agreement will provide regular maintenance, and that Parks compared "two different contracts" and found the Omnia-based option the best price while covering maintenance the previous contract did not.
Several legislators raised procurement concerns. One lawmaker asked whether using an existing government contract unduly limits other vendors from bidding, saying the committee lacked guarantees that the price or term would remain fixed and urging legal and purchasing to review the matter. Legislator Abarca also asked that the parks director be present at committee meetings; staff said Michelle Newman is on vacation and will return August 11 and that acting director Diane Kimsey is qualified to answer questions.
The committee considered a motion to adopt the resolution; after votes, the chair announced the committee would forward the measure to the full Jackson County legislature "without a recommendation." The committee recorded affirmative votes and a no vote from the chair during the recorded vote.
