Committee strips most provisions from SB 147, keeps MiQA sunset removal and requires tribal notice

The House Health and Human Services Committee amended and concurred in Senate Bill 147 after replacing most of the bill with language that removes the sunset on the current MiQA program and requires notifications to tribes.
Vice Chair Buttrey explained the amendment, saying it "strips out everything in the bill, and just leaves the removal of the sunset to the current MiQA program and also requires notifications to the tribes." Committee leadership characterized the amendment as a friendly agreement reached with the sponsor.
Vice Chair Howe cautioned that other components of the original bill reflected "a lot of hard work with a lot of different stakeholders" and said it would be "a shame to see all of that work left by the wayside," urging the committee to consider those components in the future.
The committee approved the amendment by voice vote with proxies recorded and then concurred in SB 147 as once amended. Representative Close agreed to serve as the floor carrier.
The amendment and concurrence mean SB 147 will move forward only with the MiQA sunset removal and the tribal-notification provision as described in the amendment.
