Committee clarifies certification (not licensure) for family peer support specialists, advances HB 76

House Health and Human Services committee staff summarized House Bill 76 as a measure to revise laws regarding the Board of Behavioral Health, create certification and regulation for family peer support specialists, and provide a licensure exemption for religious officials.
Vice Chair Howell moved amendment 76.1.1 to change language in the bill from 'licensure' to 'certification' where appropriate, stressing the intent is to create a certification category rather than a new type of license. "We had some confusion about licensure versus certification...in order to be very clear about the intent of this bill, which is not to create a license, but rather a certification category, we have amended a few lines throughout," he said.
The amendment was adopted by voice vote. The committee then moved HB 76 as amended for a due pass; the chair and clerks recorded that Representative Veil and Representative Regier voted 'no' by proxy and Representative Love voiced a 'no' during the voice vote. Chair Marshall declared HB 76 passed in committee and to be moved to the House floor.
The changes are intended to clarify regulatory intent and avoid creating a licensure regime where certification is intended. The bill now proceeds to the full House for further consideration.
