Tuscar County jail reports lower August population, details transports and mental-health caseload

At the Sept. 24 meeting, staff presented the correctional facility's August 2025 operations report, including population, transports, medical metrics and program participation.
Staff said the average daily population for August 2025 was 679, down from an average of 726 for August 2024; total remaining population as of Aug. 31, 2025, was reported as 676. Staff reported 14 transports to state correctional institutions during the month and 30 medical transports. The presentation listed two correctional emergency activations in August, both tied to noncompliant behavior.
The report included disciplinary and housing metrics: 110 disciplinary hearings for misconduct, 41 people in restricted housing, and roughly 180 admissions to compliance hearings for the month; staff said those hearings produced an approximate county savings of $18,000. Health statistics listed 66 inmates identified as seriously mentally ill; staff said 13 of those inmates were receiving treatment at state hospitals and one was awaiting a bed.
Program participation numbers were presented as well: staff reported 304 participants across institutional programs that include Alcoholics Anonymous, anger-management and reentry/workshop offerings. Financial figures in the transcript were presented with inconsistent formatting; staff said inmate-responsibility collections for August totaled $4,020.91 and the transcript listed booking fees in a format that appeared garbled (interpreted in the record as about $8,720.40). Human-resources notes said six staff had left Chester County employment; four started on Sept. 20, 2025, and 10 were scheduled to start Oct. 6, 2025.
Staff also announced a three-day assessment by the Department of Corrections covering all shifts, intended to deliver recommendations, and described a large off-site role-player disaster drill planned in coordination with DES. A promotions ceremony for 22 personnel was scheduled the following evening at 6 p.m. in the facility gymnasium.
