Helena — The House Energy, Technology, and Federal Relations Committee voted to advance HB 103, a bill that would create a Montana rail inspection program, establish a special revenue account, provide an appropriation and authorize reporting and rulemaking related to rail inspection.
The motion that "HB 103 do pass" was moved on the committee floor and the bill title was read into the record describing the program, account and reporting requirements. Members expressed support for adding inspectors and using rail-related tax revenue to fund the program; Representative Fielder said the railcar tax should be used to support rail inspection, and other members flagged the age of rail infrastructure and concerns about hazardous materials.
The committee took a voice vote, including proxies for absent members, and the secretary reported 14 ayes and no nays. The motion carried.
The bill will advance to the next steps of the legislative process per usual committee and floor procedures.
