House Education Committee advances multiple bills, adopts amendments to HB 153
Summary

After hearings the House Education Committee returned from caucus to consider executive action on a slate of bills.
Representative Thain moved that House Bill 153 be taken off the table. The committee adopted a first amendment adjusting commission composition and a second amendment narrowing governor appointees and adding parent advocacy representation to a working group. The committee then moved HB 153 as "twice amended, do pass," and sent the bill out of committee to the House floor.
The committee reviewed House Bill 250, a cleanup bill on out-of-district attendance and tuition/transportation responsibilities. Members discussed when districts are responsible for transportation (for example, when required by a student’s IEP) and when a parent's discretionary request assigns transportation responsibility to the parent; after discussion the committee voted to send HB 250 to the House floor.
House Bill 260, increasing stipends for National Board-certified teachers and providing an inflation-adjustment mechanism, was moved and passed to the floor by voice vote.
House Bill 251, revising public charter school law and clarifying public charter school district authority, was considered in executive action and passed on a roll-call vote recorded as 12 ayes and 3 noes. The clerk read members' individual votes during the roll call.
House Bill 255, revising online data privacy rules for pupil records and allowing school districts to use model contracts approved by consortia, was moved and passed to the floor by voice vote. The committee concluded executive action and adjourned at the scheduled time.
