House committee hears bill to let commissioner place Montana medical students beyond a single out‑of‑state agreement

Representative David Beatty opened a hearing on House Bill 317, saying the bill would repeal a 2019 statute that requires the Commissioner of Higher Education to negotiate a contract with a specific school of osteopathic medicine to reserve slots for Montana residents. Beatty said the original requirement helped address a primary‑care doctor shortage but now limits options available to Montana students as new doctor‑of‑osteopathy programs have emerged.

Joe Thiel, deputy commissioner in the Office of the Commissioner of Higher Education, testified as a proponent, saying HB 317 ‘‘gives us greater flexibility to use those slots that are necessary to fill Montana’s physician needs’’ and allows using program funds to place students at institutions in state or out of state. Thiel emphasized the bill does not prevent renewing an agreement with the Idaho institution; instead, the change would let the commissioner use the same professional student exchange budget more effectively across available schools.

Representative Eisley asked for a plain‑language explanation; Beatty summarized that current law ties the commissioner to a single Idaho contract and HB 317 simply removes that restriction so the commissioner can work with other schools without changing the overall budget. Committee members also noted a new Montana DO school in Billings as relevant to the change. The committee closed the hearing on HB 317 and did not take final action during this meeting.
