State architect reports controlled-maintenance contracting pause lifted; most projects back in procurement

Tana Lane, the State Architect, briefed the Capital Development Committee that the administrative pause on controlled-maintenance contracting has been lifted and that most affected projects are again in the contracting phase.
Lane said agencies are statutorily expected to post solicitations within roughly eight weeks of the long bill being signed and that the six-month rule requires projects to have an encumbrance document within six months of the long bill. She reported that, since the pause was lifted about a month earlier, most paused projects are now moving forward in contracting and that only one agency had raised concerns about the six-month timeframe.
Senator Wallace asked for clarification about the six-month rule; Lane reiterated that it is a timing requirement in the state building statute and that a November 1 legislative deadline was relevant to the current period. Committee members thanked Lane for the update and the committee adjourned.
