Pueblo County staff report FONSI for Meadowbrook Mobile Home Park wastewater plant replacement

County staff briefed the board on a Finding of No Significant Impact (FONSI) tied to a proposal to replace an aging wastewater treatment plant at Meadowbrook Mobile Home Park.
Assistant County Attorney Marcy Day said the item concern(s) whether a 10-41 permit would be required; if the land-use administrator (an administrative official) finds there is no significant impact, the 10-41 permit is not required. Planning Director Carmen Howard said the project (AquaWorks, applicant Adam Summers) has undergone review by the Environmental Policy Advisory Committee (EPAC), PACOG and the county's floodplain permitting process; staff described the reviews as positive.
Howard said the proposed upgrade would replace the aging plant with a membrane bioreactor package plant to improve reliability, protect water quality and support the community's future needs. After the FONSI is published in the newspaper, there is a statutory minimum two-week period during which members of the public may request that the board pull the item for a full public hearing. Howard said no such requests have been received to date.
Staff emphasized that the authority to grant a FONSI lies with the zoning administrator and that no formal action by the board is required unless the board requests a hearing. Commissioners asked whether additional materials would be required if the board elected to pursue the 10-41 process; Howard said the submittal was thorough and no additional materials were expected. Commissioners expressed support for moving water- and public-health-related infrastructure forward quickly.
