Pueblo County approves courthouse assessment grant, carries forward private activity bonds and pursues GoCo grant

The Pueblo County Board of County Commissioners on Sept. 9 approved three items on the consent and regular agendas: a state grant for a courthouse historic‑structure assessment, carryforward of private activity bond allocation to support an affordable housing project, and a pre‑application for a Great Outdoors Colorado (GoCo) grant to fund a comprehensive parks master plan.
County Attorney Cynthia Mitchell introduced the consent‑agenda item approving an intergovernmental grant agreement with History Colorado (the Colorado Historical Society) to perform a historic structure assessment of the Pueblo County Courthouse. The grant award is $102,656, with a county match of up to $40,000; county staff said the match could be funded from public works or general fund sources and noted the assessment will position the county for future funding.
On item 5A, presenter Alexis Ellis told commissioners the resolution authorizes carrying forward Pueblo County’s 2025 private activity bond allocation of $3,724,705 to be allocated toward the Tava Square affordable housing development on Pueblo’s West Side. Alexis said that if the Tava Square project were unable to accept those dollars next year, the carryforward could be applied to another qualifying affordable housing project and that carryforward can occur for up to three consecutive years.
“The intent of carrying over the 2025 private activity bonds is to allocate them toward the Tava Square affordable housing development on Pueblo's West Side,” Ellis stated.
On item 5B, grant writer Sarah Skinner and Deputy Director Amanda Hobson described a GoCo Community Impact pre‑application to develop a comprehensive parks, recreation and natural resources master plan intended to serve as an operational and financial "North Star" for the department. Skinner said the total project cost is projected at $197,000, with a potential GoCo award of $160,000, $20,000 from approved CTF funding, and $17,000 in in‑kind support from local partners.

All three measures passed on voice votes during the meeting; no roll‑call tallies were recorded in the transcript. Next steps include executing the grant agreement with History Colorado, applying the carried bond allocation toward Tava Square as planned, and submitting a full GoCo application pending staff follow‑up.
