County manager: flood restoration extended into October; 2026 budget schedule set

County Manager Mina Genesio updated the Board of County Commissioners on Sept. 4 about post‑flood restoration and the 2026 budget calendar.
Genesio said restoration work is underway with contractor Servpro on site to remove damaged materials; carpet and wall removal are estimated for the following week and an air‑quality report is expected by the end of the week or early next week. She said expanded restoration needs have delayed the return of the office from the planned September date to roughly mid‑October and that staff who were displaced will be reevaluated as the timeline changed.
On budgeting, Genesio said outside funding requests for 2026 (allocations from conservation trust funds, intergovernmental dedicated pockets and other non‑general‑fund allocations under BOCC authority) are due Friday, Sept. 12. The county will present budget overviews from Sept. 22 through Oct. 10 and departments and elected offices will bring their 2026 requests in October. Genesio said November is typically the concentrated period for BOCC deliberation and that the county is targeting final budget approval by Dec. 15.
Commissioners asked follow‑up questions about damaged documents and the location/status of displaced facilities staff; Genesio said documents damaged in the flood were sent to an out‑of‑state vendor for recovery and that facilities staff are working in rotated, remote and dispersed locations until the restored office space is ready. The county manager said staff resources are being adjusted as needed to maintain public service while repairs continue.
Genesio also noted the county is preparing job descriptions and staff recruitment tied to equipment deliverables, and that some equipment remains in transit with an anticipated arrival window around October.
