Elkhorn board tables revised Durham School Services contract over missing dates and schedule details

The Elkhorn Area School District board on Sept. 8 delayed action on a revised transportation agreement with Durham School Services after trustees identified incomplete contract paperwork and unclear pricing.

Board members said Durham consolidated several midday routes because of lower four-year-old kindergarten enrollment and submitted an updated price reflecting those changes. At the meeting trustees pressed for clearer contract language and complete signature pages before giving final approval. "I would recommend that we table it," said Unidentified Speaker 2, urging staff to get the missing dates and Schedule B filled in before the board signs the agreement.

Trustees noted the firm had proposed rate changes after route consolidations; staff said the district still expected net savings when compared with prior expenditures but could not produce a single, consistent dollar figure during discussion. Multiple speakers asked whether the document was a modification of the existing contract or a new agreement; staff and trustees clarified that, because the rates and scheduling had changed, it read as a new agreement and needed accurate execution dates and the missing schedule attachments.

The board directed staff to return the contract with completed dates, an explicit statement of whether this is a modification or a new agreement, and a completed Schedule B that lists the affected route types and the base for rate calculations. The item is expected to return to a future board meeting after Durham submits the corrected paperwork.
