Staff also noted about 50% of DPSCD students attend non‑neighborhood schools, which makes providing universal yellow‑bus service financially impractical without a broader city transportation solution. Staff highlighted that smaller vans (UBANS) have helped with ESE and homeless students and are one tool among others to manage costs.
Committee members underscored the operational complexity of switching from outsourced transportation to an in‑house system that electric buses would require, including the need for charging infrastructure and maintenance capacity.
