Kearney board approves three ordinances and a parks-planning contract; votes unanimous

The first ordinance authorizes an agreement with the Mid-America Regional Council (MARC) under its Planning Sustainable Places program to develop a pedestrian-focused connectivity plan. Shelley Daniel, the city’s public works director, said the grant will produce "a pedestrian improvement plan and a long term city wide [connectivity] plan that connects seniors, youth, and others to daily resources." The ordinance passed on second reading with roll-call 'Aye' votes from Aldermen Barker, Holt, King and Lehman.
The board also approved a 2024 intergovernmental agreement with MARC’s Solid Waste Management District to participate in the Regional Household Hazardous Waste Collection Program. David Pavlich, community development director, told the council the agreement lets Kearney residents use mobile collection events and nearby drop-off locations in Lee’s Summit and Kansas City. He said the city recorded "about 156 cars" at the Kansas City drop-off this year and that program costs were "about $150 more than last year." The ordinance — recorded in the meeting packet as relating to $12,497.80 — passed unanimously on second reading.
A third ordinance approves a hosted software and services agreement with H2O Analytics Corp and amends the fiscal year 2025 budget to appropriate funds for a customer portal. Finance Director Stephanie Harris described the portal as a tool that will allow customers to view meter readings, receive leak alerts, and see daily and monthly usage (historical data held for up to three years). The council approved the ordinance on second reading with all members voting 'Aye.'
On resolutions, the board approved a professional services contract with Vireo to provide planning, design and engineering services for Hall Park. Parks and Recreation Director Eric Marshall said staff solicited qualifications from five firms and selected Vireo after submitting scores to the Land and Water Conservation Fund (LWCF) for approval; Marshall said the project is related to the LWCF grant that provided $500,000 in funding. The resolution passed after a motion, second and a voice vote.
